Position Summary

The Industrial Relations Manager is responsible for managing employee and labor relations to maintain a harmonious, productive, and legally compliant work environment. This role oversees collective labor agreements, union engagement, dispute resolution, disciplinary processes, and compliance with Indonesian manpower regulations while supporting business continuity and organizational objectives.

 

Key Responsibilities

* Develop and implement industrial relations strategies aligned with company policies and business objectives.
* Manage relationships with labor unions and employee representatives to foster constructive and collaborative partnerships.
* Lead negotiations and administration of Collective Labor Agreements (PKB) and other labor-related agreements.
* Provide guidance on disciplinary actions, grievance handling, employee disputes, and conflict resolution.
* Ensure compliance with Indonesian labor laws, government regulations, and company policies.
* Represent the company in labor disputes, mediation processes, and engagements with relevant government agencies.
* Monitor changes in labor legislation and provide recommendations to management regarding compliance requirements.
* Support workforce restructuring, organizational changes, and employee communication initiatives.
* Conduct investigations related to employee misconduct, industrial disputes, and workplace issues.
* Analyze industrial relations trends, employee concerns, and labor risks, and recommend preventive actions.
* Collaborate with HR, Legal, Operations, and Security teams to maintain a stable industrial relations climate.
* Develop and deliver training programs on labor law, employee relations, and disciplinary procedures for managers and supervisors.

 

Qualifications

* Bachelor’s Degree in Law, Human Resources Management, Industrial Relations, Psychology, or a related field.
* Minimum 8–10 years of experience in Industrial Relations, Human Resources, Employee Relations, or Labor Law, preferably in a manufacturing environment.
* Strong knowledge of Indonesian labor laws, employment regulations, collective bargaining, and industrial dispute resolution processes.
* Experience managing labor union relationships and collective bargaining negotiations.
* Strong negotiation, mediation, conflict resolution, and stakeholder management skills.
* Excellent communication, interpersonal, and influencing abilities.
* Strong analytical and problem-solving skills.
* Proficient in preparing industrial relations reports, legal documentation, and management recommendations.

 

Preferred Qualifications

* Experience in pulp & paper, FMCG, chemical, automotive, or other labor-intensive manufacturing industries.
* Background in handling bipartite and tripartite negotiations, mediation, and labor court cases.
* Professional certification in Human Resources, Industrial Relations, or Employment Law is an advantage.
